William (Bill) Bullock

Bill leads life sciences economic and statewide development programs for the North Carolina Biotechnology Center (NCBiotech). This includes responsibility for NCBiotech teams focused on life sciences economic development, corporate communications, statewide operations, and focused initiatives.
In his 20-year career at NCBiotech, Bill has led efforts that have contributed to the ongoing growth of NC’s life sciences industry, including the expansion and attraction of over $20 billion in life science company investment and over 20,000 jobs. His teams also support life sciences workforce development including military and veteran outreach, youth engagement, and specialized biomanufacturing programing. Bill is also currently leading NCBiotech’s efforts in support of a $25M EDA Build Back Better Regional Challenge grant focused on expanding economic development opportunity for traditionally underserved communities across North Carolina with a focus on careers in life sciences manufacturing, including the bioeconomy.
Prior to joining NCBiotech, Bill served as international biotechnology business development manager within the NC Department of Commerce and on the leadership team of the consulting firm BioAbility. His earliest years in biotechnology were shaped by his work in research, development and marketing at Strategene Cloning Systems in San Diego.
Bill has written and presented extensively on a variety of topics related to commercial biotechnology and life sciences economic development He received his undergraduate degree in cell biology and biochemistry from the University of California, San Diego, and an MB from the Kenan-Flagler Business School at the University of North Carolina at Chapel Hill.
